METHOD
Every row is transcribed from the DHCS PDF named above. All months were re-read from that file on October 15, 2026.
DHCS does not publish county counts. Nothing is estimated or interpolated; a month DHCS did not publish stays empty.

TESTIMONY (NOT IN THE ROWS)
On August 12, 2026 DHCS told the California Senate Budget and Fiscal Review Subcommittee No. 3 that 17,886 people were on the ALW waitlist and 14,495 were enrolled.
That is a separate source, not the monthly file, and is not in the rows.
