Decision guide
Is this charge allowed?
Does the person get SSI/SSP?
- Yes
Is the charge for a private room the person chose after a shared room was offered?
- Yes
In an RCFE this may be allowed if it is in the admission agreement and is no more than 10% of the room-and-board part ($706.07 in 2026). If it is more, ask Community Care Licensing.
- No
Is it for special food the person chose to buy, beyond the meals and snacks the home must serve?
- Yes
In an RCFE this may be allowed when the person wants it and agreed to the charge in the admission agreement. Check that the agreement shows it.
- No
Is it an extra $20 a month, and does the person have income besides SSI/SSP?
- Yes
This may be allowed if the person agreed in the admission agreement to pay the extra $20 for basic services. Check that the agreement says so.
- No
For an SSI/SSP resident in an RCFE, basic services come at the basic rate with no extra charge. Ask the home and the care coordinator, then call Community Care Licensing at 1-844-538-8766 if it stays.

The CDSS SSI/SSP limits are for people who get SSI/SSP. Read the admission agreement and ask the home to explain the charge in writing. DHCS says ALW cannot cap room-and-board rates.
This guide helps you decide what to ask. It does not decide whether a charge is allowed; Community Care Licensing looks into that. The private-room and special-food rules are from the RCFE regulations; for an ARF, ask Licensing which rule applies. For a legal question about a contract, get legal help.
