15 things people get wrong about ALW (so you don't have to)
The fifteen ALW assumptions we hear most, what is actually true in each case, and what to do instead: Medi-Cal, the waitlist, facilities, costs and paperwork.
Most Assisted Living Waiver (ALW) problems don't come from the rules. They come from reasonable assumptions that turn out to be wrong: "We have Medi-Cal, so we qualify." "We're on the list, so we're approved." Here are the fifteen we hear most, and what's true.
Important: Beta's ALW team can screen, coordinate, assess and follow up. We can't decide eligibility, create a slot, promise a wait time, or hold a bed; the state, the county and the homes control those.
Before you apply
1. "I have Medi-Cal, so I qualify."
ALW needs full-scope Medi-Cal with no monthly share of cost, plus age 21 or older, nursing-home-level care needs and one of the fifteen ALW counties. Eligibility page.
2. "We asked to be on the waitlist, so we've applied."
A waitlist request puts your name in line; the application only starts when the state releases a slot. Use the wait to get ready.
3. "Someone told us it'll be about a year."
Nobody can honestly give a number; the state releases slots on its own capacity and priorities. Plan for a long wait. Understand the waitlist
4. "A good agency can get us in faster."
A Care Coordination Agency (CCA) can do its own part promptly; it can't move you up the list. Be wary of anyone who says otherwise, especially for a fee.
5. "Calling Adult Protective Services or the Ombudsman will move things along."
Call them for real safety problems. Contacting them doesn't change waitlist order.
6. "The nursing home will take care of the ALW part."
The nursing home owns the discharge plan; the waitlist request, assessment and enrollment package are the CCA's. Make sure someone has contacted one. How a nursing-home move works
While you wait
7. "They have our number from last year."
If we can't reach you when a slot is released, it can pass to someone else. Tell us about any change of phone, address or representative.
8. "We'll sort out the paperwork when the call comes."
The 60-day window after a slot is released fills up fast. Gather the documents now. Open the document checklist
9. "We shouldn't mention the nighttime wandering; it'll scare homes off."
A home that doesn't know about nighttime care, transfers, memory or behavior can't plan for them, and the placement can fall apart later. Describe everything.
10. "Once we're on the list, nothing else changes."

11. "It's on the state's list, so they have a room."
"Participating" means enrolled with the state to take ALW residents, nothing about an open bed, acceptance or fit. Call and ask. Search participating facilities
12. "The closest one is the best one."

13. "The monthly charge is all room and board."
The monthly amount paid to the home covers room and board plus basic care and supervision. The state's separate care-tier payment is not a charge to the resident. See current costs and room and board
14. "We'll just email the records over."
Please don't put medical records, diagnoses or ID numbers in ordinary email. If we need records, we'll give you a secure way to send them.
15. "We've given notice; ALW will be sorted by the end of the month."
A slot, a home and the state's approval each depend on different people. Keep the person safely where they are until enrollment is approved and the home confirms admission in writing.
