What you should be able to do

  • Distinguish program eligibility, waitlist status, waiver-slot assignment, facility participation, current opening and individual placement.
  • Identify the appropriate decision owner for common ALW questions.
  • Give a truthful referral explanation without guaranteeing enrollment or placement.
  • Recognize when a temporary program amendment changes the usual process only for a defined place, period or population.
Lesson 17 minutes

Six questions that sound like one

“Can this person get into ALW?” is usually six questions wearing one coat. A safe answer separates them before anyone makes a promise.

  • General program criteria describe who may qualify; they are not an individual determination.
  • The waitlist records demand for limited waiver capacity. Being on it is not enrollment.
  • A released waiver slot permits the enrollment process to move forward. It is not a facility bed.
  • A participating facility has program enrollment. That does not prove a current opening or individual fit.
  • A current opening can disappear and still requires the facility's admission and safety review.
  • Enrollment is complete only through the official process and required approvals.

A referral partner says, “The person is eligible and the facility is approved, so placement is guaranteed.” Rewrite it by naming the decisions that are still open.

Lesson 27 minutes

Explain criteria without deciding the case

DHCS publishes eligibility criteria. Professionals can explain those criteria and prepare a referral; the responsible program actors still make the individual determinations.

  • DHCS currently lists age 21 or older, full-scope Medi-Cal with zero share of cost and nursing-facility level-of-care needs among the criteria.
  • The person must be willing to live in an assisted-living setting as an alternative to a nursing facility and be able to reside safely in an eligible setting.
  • The setting must be in a participating ALW county. DHCS currently lists 15 counties.
  • Participants need funds for room and board; waiver-covered services and room and board are different financial questions.
  • A good explanation uses “may meet the published criteria” and identifies the next official step.

Someone asks, “My father has Medi-Cal and needs a lot of help. Is he approved?” A safe answer explains the published criteria, states what remains to be assessed and routes the person to a CCA without collecting unnecessary health details in public channels.

Lesson 37 minutes

Put each decision with its owner

The quickest way to create confusion is to answer a question owned by someone else. The quickest way out is a responsibility map.

  • DHCS administers the waiver and publishes the governing program materials.
  • A CCA performs program care-coordination functions, including assessment and service planning within the approved program process.
  • CDSS licenses RCFEs and ARFs and publishes facility-setting requirements and guidance.
  • A participating facility assesses its ability to meet the person's needs within its license, staffing, capabilities and current circumstances.
  • A healthcare professional, managed-care plan, hospice or home-health agency retains the responsibilities that belong to that professional or program.
  • The person retains rights, choice and access to grievance or complaint channels.

Map the path from inquiry to enrollment

A clean stage map prevents status inflation, the habit of turning “started” into “approved.”

  • Inquiry: a person or representative is gathering information.
  • Referral readiness: the responsible party has the minimum information and appropriate authorization for the next step.
  • Waitlist request and confirmation: follow current DHCS and CCA instructions; do not infer status from an email sent.
  • Slot and enrollment work: required assessment, service planning, setting and documentation steps proceed under current rules.
  • Move-in or service start: operational handoffs, medications, equipment, contacts and responsibilities are confirmed.
  • Ongoing coordination: changes, reassessment, grievances and incidents follow their own workflows.

Treat temporary exceptions like temporary exceptions

An emergency amendment is a scoped exception, not a permanent rewrite with dramatic lighting.

  • Check the event, geography, affected population, effective date and end date.
  • Identify exactly which ordinary requirements or timeframes are modified.
  • Do not apply an Appendix K to unaffected counties, periods or situations.
  • Give every alert a sunset review so temporary guidance does not become accidental policy.
  • DHCS currently lists an Orange County Appendix K effective May 21, 2026 for the specified chemical-spill emergency; use the source for its exact scope and duration.
